Audit authority

(EC) Regulation 1083/2006 defines an audit authority as ‘a national, regional or local public authority or body, functionally independent of the managing authority and the certifying authority, designated by the Member State for each operational programme and responsible for verifying the effective functioning of the management and control system’.

According to (EC) Regulation 1082/2006 the objective of European Groupings for Territorial Cooperation (EGTCs) is to ‘facilitate and promote cross-border, transnational and/or interregional cooperation’, ‘with the exclusive aim of strengthening economic and social cohesion’.

Regional Competitiveness and Employment

Regions falling under Objective 2 – Regional Competitiveness an Employment Regions are those with a GDP/capita of more than 75% of the average GDP/capita of EU-25. Nevertheless, regions that had received support under the Convergence objective in the programming period 2000-2006, are eligible for additional funding (the so-called Phase-in regions).

Competitiveness and Employment Regions are eligible for funding from the European Regional Development Funds (ERDF) and the European Social Fund (ESF).

Convergence regions

Convergence regions are those with a GDP/capita of less than 75% of the average of the average GDP/capita of EU-25. Convergence regions are eligible for funding from the European Regional Development Fund (ERDF), the Cohesion Fund and the European Social Fund (ESF).

According to DG REGIO there are 99 Convergence regions in the current programming period. The total budget allocated for these regions is €283.3 billion, which represents about 82% of the total Cohesion Policy budget.

Managing Authority

Managing authority is a body designated by the Member State to manage the operational programme. 

They are responsible for the efficient management and implementation of an operational programme. In practice, managing authorities may be national (i.e. ministries) or regional authorities or any oher public or private body nominated by the Member States.
