The European Commission issued a short reference on Financial Instruments in ESIF programs 2014-2020, which is designed to provide an overview of the main elements of the new legislation as it pertains to financial instruments. It may be expanded or supplemented with more detailed specific guidance as relevant.

Guide to Multi-Benefit Cohesion Policy Investments in Nature and Green Infrastructure

DG REGIO has just published a guide to multi-benefit Cohesion Policy investments in Nature and Green Infrastructure. Here is its official description:

'Cohesion policy has been an active partner in helping regions to preserve and ensure the sustainable management of their natural assets. All over the EU, projects in Natura 2000 areas, the restoration of wetlands and floodplains, the development of green corridors and support to information systems for the monitoring of biodiversity were co-funded. Similar investments will be carried out between 2014 and 2020. In this framework this guide underlines the crucial interconnections which exist between nature, society and the economy. In particular it shows that investments in nature, biodiversity and green infrastructure are relevant for cohesion policy. Further, it emphasises how investments of the ERDF and Cohesion Fund in nature and green infrastructure can actually contribute to several policy objectives and deliver multiple benefits, in particular socio-economic development. And eventually it assists authorities and stakeholders with practical recommendations to improve the delivery of the co-funded programmes and projects'.

EC publishes the 2013 Strategic Report on the implementation of Cohesion Policy Programmes

Press release: The European Commission presented an overview of how EU Structural Funds are working in Member States. The ‘Strategic Report’ on the implementation of 2007-2013 Cohesion Policy programmes pulls together available information from Member States, up to end-2011 in most cases. With 4 more years to go until the programmes finish in 2015, investments under the European Regional Development Fund, Cohesion Fund and European Social Fund have already led to progress and improvement for many citizens.

DG REGIO and DG EMPL publish Guide to Social Innovation

Press release DG REGIO and DG EMPL have together produced a “Guide to Social Innovation”, which is now available to download. In their joint foreword, Commissioners Hahn and Andor draw attention to the need to address the social consequences of the current economic crisis: “…we need to have a fresh look at social, health and employment policies, but also at education, training and skills development, business support, industrial policy, urban development, etc., to ensure socially and environmentally sustainable growth, jobs and quality of life in Europe.” For the purposes of this guide “social innovation” describes any innovative measure which has explicitly social (as opposed to merely technological or business) goals.
