The Council of the European Union adopted on the 5th of December 2013 the regulation facilitating the use of Structural and Cohesion funds for the current programming period, which has already been approved by the European Parliament (late November) and the European Commission. Cohesion Policy is Essential for the Continuous EU Growth

During the Inter-parliamentary committee meeting that was organized by the European Parliament on November 27, 2013 and which touched upon the future of Cohesion Policy, Chair of the Permanent Representatives Committee, Ambassador Raimundas Karoblis pointed out that the main aspect of the reformed Cohesion Policy is its link to the goals of the EU strategy for smart, sustainable and inclusive growth.

Cohesion Policy 2014 - 2020 Approved by the European Parliament

Following the adoption of the MFF 2014-2020 and the EU 2014 Budget, the European Parliament has yesterday adopted the Common Provisions Regulation (CPR) for all European Structural and Investment Funds, which was accompanied by the adoption of regulations on specific funds. The CPR was adopted by 479 MEPs who voted in favor of the regulation; 126 MEPs voted against it, and 85 MEPs refrained from voting.

Once the EU's 2014-2020 budget is confirmed by the European Parliament and EU member states, Cohesion Policy will invest € 325 billion in Europe's regions and cities to deliver the EU-wide goals of growth and jobs, as well as tackling climate change and energy dependence. This will in turn leverage national and regional resources worth at least € 100 billion, for an overall expected investment of more than € 400 billion. The reform of Cohesion Policy will ensure maxim impact for the investments, adapted to individual needs of regions and cities. Key elements of the reform, if confirmed by Parliament and Council, are:

The draft Partnership Agreement - the document setting the national priorities which will be funded under the European Structural and Investment Funds in the period 2014 - 2020 -  was sent to the European Commission for a second round of technical consultations. The document was elaborated by a working group with the participation of a wide range of partners - representatives of local authorities, socio-economic partners, civil society organizations, the academic society and others.

In this version the comments of the European Commission from the first round of technical consultations are covered. It also addresses the contributions received during the public consultation on the document, conducted in the period 23.07 - 07.08.2013. The final version of the Partnership Agreement will be officially submitted to the European Commission after the Regulations on the European Structural and Investment Funds enter into force and the EU Multiannual Financial Framework 2014 - 2020 is approved.

Commission approves Croatia’s plan for Cohesion Policy for the remaining time of the current programming period

Press release Commission approves Croatia’s plan for EU cohesion policy investment of 450m euro to deliver growth and jobs

The European Commission has approved Croatia’s investment plan to use EU cohesion policy funds worth €449.4m allocated to the country when it joined the EU on 1st July 2013. The National Strategic Reference Framework (NSRF) prepared by the Croatian authorities sets out the investment priorities for Croatia’s regions in order to accelerate economic growth and create employment, boosting the country’s overall competitiveness. Strategic projects with clear, pre-defined goals matching these priorities must quickly be identified so as to make the best use of this valuable investment by the 2016 deadline.

The NSRF outlines three strategic goals: strengthening economic competitiveness; establishing optimal economic conditions for job creation and employability; and achieving balanced regional development. Its adoption paves the way for implementation of strategic operational programmes in: "environment", "transport", "regional competitiveness" and "human resources", with a further breakdown of investment priority axes and project selection criteria.

Cohesion Fund (€149.8m) investments will go towards waste and wastewater management, as well as improvement of the water supply. The European Regional Development Fund (228.4m) will be invested in business support for SMEs, research and innovation, along with more basic infrastructures, such as railway and waterways. The European Social Fund (60m) will support job creation and invest in social inclusion and education projects.

Croatia joins the current financial period of cohesion policy only six months before its end, which means, in keeping with EU rules - all projects selected for investment should be completed by the end of 2016.

It is expected that the experience Croatia has gained under previous programmes and projects under the Instrument for Pre-accession Assistance (IPA) will facilitate the efficient and timely management of investments from this first tranche of cohesion policy funding.
