Implementation of Cohesion Policy in Greece as of January 2014

The Sixth Activity Report of the Task Force for Greece (TFGR) has been published last week. It highlights progress that Greece has made in absorption of its ESI Funds as compared to the end of 2010. Namely, Greece ranks 2nd among all Member States in absorption of Cohesion Fund, and 4th in regards to absorption of Structural Funds. The 4th place in absorption of Structural Funds has been lowered by the relatively low absorption of European Social Funds (62,31%) as compared to other EU Member States (67,59%).

12 Member States Have Submitted Official Proposals of Their Partnership Agreements

The European Commission confirmed that it received the official Partnership Agreement proposals from 12 Member States.The remaining 16 states have to submit their official proposals by the 22nd of April.

The European Commission issued a short reference on Financial Instruments in ESIF programs 2014-2020, which is designed to provide an overview of the main elements of the new legislation as it pertains to financial instruments. It may be expanded or supplemented with more detailed specific guidance as relevant.

Absorption Rates in Poland - Cohesion Policy 2007-2013

By the end of November 2013, Polish beneficiaries of ESI funds spent 61% of the allocated funds.

Approximately 92,000 contracts were signed, which summed up to approximately 92% of the total allocations for Poland. Additional projects will be realized in 2014 and 2015.

OP Human Capital had the best absorption rate, while the highest amount of payments to the beneficiaries had OP Infrastructure and Environment. Among 16 regional OPs, the best absorption rate had OP Opolskie with more than 80% of the allocated funds already absorbed.

Croatia

Both of Croatia`s regions are considered to be less-developed, as their GDP per capita amounts to less than 75% of the EU-27 average. Thus, at least 50% of its investments are geared towards supporting innovation and research, digital agenda, SMEs, and at least 12% of its allocations will support the shift to low-carbon economy. Croatia will receive almost € 6 billion in funding from structural funds.

Portugal submits its official proposal for a Partnership Agreement

On 31 January Commissioner Hahn met Miguel Poiares Maduro, Portuguese Minister for Regional Development in Brussels. Mr Maduro submitted the official draft of Portugal’s Partnership Agreement for EU Funds 2014-2020.
