EC confirms the unlocking of the Sectoral Operational Programme Human Resources Development (SOP HRD) and payments resumption for Romania

Further to the positive results noticed following the European Commission’s audit mission held from January 29 to February 1, 2013, EU representatives have agreed to unlock SOP HRD and resume payments to Romania. In this context, the European Commission will resume payments to Romania in the next days, for the reimbursement applications submitted in December 2012, amounting to 148 million euro, with enforcement of temporary financial corrections of 25% as agreed with the Romanian side.

The European Commission suspended SOP HRD in early august 2012, as a result of deficiencies identified by EU for the period 2009-2011.
During 2013, the European Commission’s auditors will perform two other verification missions for SOP HRD, in order to raise the 25% temporary financial corrections enforced to the spending that Romania will ask the European Commission for reimbursement.

The Romanian authorities shall inform directly SOP HRD projects beneficiaries on payments resumption and on the timetable of actions this year.
