Breakdown of Structural and Cohesion Funds by Thematic Objective

In 2014-2020 Structural and Cohesion Funds are to be disbursed according to thematic concentration in individual programmes on a limited number of priorities. Eleven Thematic Objectives (TOs), covering Europe 2020 priorities for Smart, Sustainable and Inclusive Growth have been established.

The most heavily financed Thematic Objectives will be TO 7 - Transport and energy networks and TO 1 - Research and innovation with 58,697,649,844 EUR and 40,197,891,007 EUR respectively available for investments that fall within their scopes. Allocations to these two Thematic Objectives are followed by the allocation amounts that will finance actions in the following six Thematic Objectives: TO 4 - Low carbon economy, TO 8 - Employment and labour market, TO 6 - Environment and resource efficiency, TO 9 - Social inclusion, TO 3 - SME competitiveness and TO 10 - Education and Training. Actions that fall within any of these six Thematic Objectives will be financed by 31-37 billion EUR respectively per Thematic Objective. The least financed actions will fall within the scope of one of the following three Thematic Objectives: TO 2 - Information and communication technologies with 13,484,192,247 EUR, TO 5 - Climate change and risk prevention with 7,097,139,645 EUR and TO 11 - Better public administration with 4,986,409,147 EUR.  

In general, TO 1 covers R&D target of Europe 2020. TO 4 - TO7 cover climate change/energy target. TO 8 covers employment target, TO 9 covers poverty target and TO 10 covers education target of Europe 2020
