Member States have agreed on 7 thematic elements of the future Cohesion Policy, namely: 1) technical assistance, information and communication 2) territorial cooperation  3) territorial development 4) country-specific recommendations 5) management and control 6) indicators 7) financial issues not covered in  the negotiations of the Multi-annual Financial Framework (MFF). At this point most elements of the future Cohesion Policy have been discussed by the Council; however, a final decision will only be taken once the debates on the 2014-2020 budget have been concluded.
