The European Commission presented each Member States with a Position Paper on the development of the Partnership Agreement and programmes for the period 2014-2020. The Papers identify the main priorities that the European Commission would like to co-finance from Structural and Cohesion funds, as well as from Rural Development and Fisheries funds. In the case the Germany, a number of three priorities have been identified: 1) Reducing regional disparities in competitiveness taking account of demographic change; 2) Enhancing labour market potential, social inclusion and raising educational achievement; 3) Supporting transformation of the energy system and strengthening sustainable use of natural resources.
